Release v1.13.2:

• Fixes code-server window spacing when system banners are enabled
• Disables query logging on deployments using the internal Postgres pod
  • The timescale-0 container will need to be restarted for this change to persist
• Fixes some database tables growing larger than intended
• Adds support for https servers behind DevURLs (Environments will need to be rebuilt for this to work as expected)
